Australia's NDIS Transformation

Australia transitioned from a fragmented state-based welfare system to the National Disability Insurance Scheme (NDIS), which introduced a market-based approach where participants receive individualized funding packages to purchase services directly from providers. This shift moved from block funding of organizations to a fee-for-service model where providers compete in an open market and are paid based on the services they deliver to individual NDIS participants

New Zealand's Disability Services Reform

New Zealand transformed its disability services from a government-managed system to a more person-centered approach that includes Individualised Funding (IF) and increased choice and control for individuals with developmental disabilities. The reform shifted away from traditional government-contracted services toward a model where individuals can direct their own funding and purchase services that best meet their needs, creating a more competitive market-driven environment for service providers.
